The government has confirmed that it is to end the requirement for workshop technicians to be Driver CPC-trained if they are taking vehicles to annual test.

rhaThe decision overturns an earlier ruling by the Driving Standards Agency and follows intensive lobbying by the Road Haulage Association, which argued against the requirement.

The RHA and the Freight Transport Association then wrote jointly to press ministers on the issue.

DfT lawyers had advised that the UK implementing regulations meant that technicians taking HGVs to test were included in DCPC and we welcome minister Stephen Hammond’s intervention to have the regulation changed.

Meanwhile, the RHA is continuing its review of Driver CPC. This includes how regulation by the DSA might be improved, how employers might improve its value to their businesses and how the core Directive might be improved so that it is more appropriate to the industry. The European Commission has just issued a consultation, which hints at more prescriptive and potentially expensive options.
